.. ~~`~
-8-
:~ ~
~_ ' ~ Page 2.05-116 states that "spoils discharge for the Little Middle Creek
~ Tract are expected to be on the order of 70 gpm, with maximum values of
~ up to 300 gpm ... higher discharges of up to 600 gpm may be observed."
~; Based on the backfill study which shows that backfilTed spoils will
,.~ ~ have an infiltration rate of 3 inches per year, we calculated that the
average recharge (and discharge at equilibrium) rate is 36 gallons per
j•~ minute. If this number is appropriate, what portion of the discharge
~ would be into the bedrock aquifers and what portion would be discharged
~, ;
% as spoils springs? If sufficient data concerning discharge rates is
~. available on the existing spoils springs at the Eckman Park area, what
~L% ; type of hydrograph can be expected for the springs discharge in the
-_.~ Little Middle Creek area?
,,
Alluvial Valley Floors - Rules 2.06.8 and 4.24
The AVF section of the application states that al]uvial deposits along
Fish Creek are hydrologically isolated from potential impacts
~s,-~~ associated with the proposed Little Middle Creek operation. However,
_~ ti other sections of the application indicate that a small component of
~~ ' the base flow in Fish Creek is contributed by the Wadge overburden
~ ~?" aquifer. The potential for impacts to Fish Creek should be discussed
and an estimate of salt loading to Fish Creek resulting from Little
Middle Creek mining should be provided.
2. J
~4 J1~
y ~.
~V~.~~.2:i1 ~~`
ry
The application states that water quality impacts to waters supplying
alluvial valley floors on lower Foidel Creek, lower Middle Creek and
Trout Creek below the Middle Creek confluence would be insignificant,
but does not provide any quantitative basis for that conclusion. Salt
loading analyses underE.low flow°eondi~t95n~gwill need to be provided.
If alluvial valley floors are de~teYmined"to exist on upper portions of
Foidel Creek and the South Fork of Foidel Creek, impact evaluations
will need to be applied to those areas as well.
3. / A comparison of unconsolidated deposits along Foidel Creek as shown on
Eckman Park Map 6 with those shown on Little Middle Creek Map 12
reveals numerous differences which need to be explained.
Specifically, unconsolidated deposits on the South Fork of Foidel Creek
and the main branch of Foidel Creek immediately above the South Fork
confluence are shown as being significantly less extensive on Map 12 as
compared to Map 6. This is also true for unconsolidated deposits
higher up the main branch, in the vicinity of Reservoir No. 1.
Unconsolidated deposits shown on Map 6 between the South Fork
confluence and the water gap in sections 28, 29, 31 and 32 and below
the water gap in sections 21, 22 and 28 are not shown on Map 12.
Map 12 should be rectified with Eckman Park Map 6, or an explanation of
the changes should be provided.
