_ 11 _
Information in Table 29 shows that topsoil ranging in depth from 6" to
over 50" would be lost if salvage operations were not conducted on
slopes ranging from 20° to 35°, Why could topsoil on slopes steeper
than 20° not be salvaged by utilizing bulldozers to push the soil into
piles at the base of the slope for subsequent removal by a truck/loader
or scraper operation?
The topsoil salvage plan and topsoil balance calculations should be
revised to reflect salvage of soil from the steep valley sidestopes.
This would apply to topsoil salvage associated with road construction
as well. The statement on page 2.05-14 which states that topsoil would
be removed "wherever practicable" should be reworded.
~4~• Additional detail should be provided regarding the use of diversion
ditches for soil stabilization. Information regarding diversion size
and gradient, spacing, maintenance and slope conditions on which
diversions would be installed should be provided. The Division feels
that diversions are of significant benefit on long moderately steep to
steep slopes if they are appropriately sized and properly maintained,
~~` A description of measures which will be implemented in the field to
L`' r. ensure appropriate salvage depths and procedures and replacement depths
J`~~;;;; should be included in the application, Also, a system for monitoring
.~ actual topsoil volumes to verify the relative accuracy of projections
should be proposed.
?
r", 6, Please commit to topsoil salvage and the placement of topsoil buffer
;;~,, zones prior to road and fill construction per Rule 4.06.2(1) and reword
page 2.05-14 accordingly
"# ,Ve tation - Rules 2.04,10, 2.05.4(2)(e) and 4.15
1~.~. The application proposes that artificial seeding will not be undertaken
on live handled soils unless the natural seeding from live handle
topsoil fails.
° We have two requests regarding the live handle proposal. First, we
;, ,j- request that the first year data from the 1985 live handle field trial
~~',~ plots be submitted, Second, a plan for measuring the success or
failure of live handle stands (which would determine whether or not
~ ~ supplemental seeding would be required) should be included in the
;!`,- ~'` application (see comment No. 4 later in this section).
2,'~ With respect to steep slope seeding, are any areas so steep as to
prevent operations on the contour? If so, such areas should be
delineated and soil stabilization measures to be employed on such
slopes should be specified.
