Technical Revision No. 79 -PAR Responses Page 8 <br />April /8, 1997 <br />HDPE and/or PVC Liner Fabric: The strength/ weight values for the PVC and I-IDPE liner <br />were obtained from the Layfield Plastics, Inc. testing laboratory in Bellingham, Wa. These <br />values aze used by the manufacturer to determine factor of safety on slopes utilizing their <br />products. <br />30. MCC agrees with the Division's recommendation to place temporary stability monuments, <br />in the form of wood or steel posts arranged in sight lines, above the cut slopes as the <br />excavation progresses. Construction management personnel will be advised to check these <br />monuments on a daily basis and install new sight lines as needed. <br />31. MCC has revised the discussion of compaction testing in Exhibit 70 to mirror the <br />compaction testing currently being performed on the Lower Refuse Pile. <br />32. There are no springs above the permanent upland diversion for the RPE. All springs located <br />during the field investigation are shown on Figure J-1. <br />33. Figure B-20 has been revised to show an upland diversion between the permanent upland <br />diversion and the refuse pile. <br />Reclamation Plan <br />34. At this time MCC does not have an estimate of the maximum amount of rock that could be <br />stored at the North Soil Storage area, or if the area will need to be utilised for rock storage. <br />MCC anticipates using some rock during the construction of the drains for the RPE and in <br />the Sylvester Gulch Facilities Area construction. MCC can provide an "as-built" for the <br />rock piles as we plan to provide for the soil piles. If there is a storage pile of rock in this <br />azea at final reclamation, the rock will be placed in areas on the mine site to enhance <br />reclamation. <br />35. The culvert in Sylvester Gulch will be approximately 100 feet long. Page 15 of Exhibit 70 <br />has been revised to reflect the correct length. <br />36. At this time MCC does not know what temporary structures will be located at the North <br />Soil Storage Area, but probably would include office trailers. The contractors will utilize <br />the West Elk Mine fuel filling area for their diesel fuel. All structures to be located in this <br />area during the construction of the RPE and Sylvester Gulch Facilities Area will be provided <br />and owned by the Contractor. Upon completion of the Contractor's contract, which is <br />expected to be at the end of the 1997 construction season, they will be removed by the <br />Contractor. Anything to be located in this area by the Contractor must be approved by <br />MCC, so as not to be in conflict with MCC's permits. <br />37. The alignment of the relocated haul road has not been determined, nor proposed as part of <br />this revision. At the time the new road is needed, a revision will be submitted to the <br />
