Terror Creek Loadout (Permit No. C-83-059) <br />Midterm Review <br />April, 1991 <br />Part I. Division Concerns Requiring Responses <br />A. P ermi is <br />~ 1. Emission permits 82DL343-1F, 2F and 3F have initial approval but do <br />not have final approval. Please provide emission permits with <br />final approval. <br />;/2. Please update page 2.05-4, 15 and 24, stating that an NPDES permit <br />has been issued to TCC. <br />'~ 3. Please update page 2.05-15, stating that TCC has received emission <br />permits from the Air Pollution Control Division. <br />B. Hydrology <br />/~1. On page 2.05-22 it is stated that the sediment pond will be cleaned <br />whenever the sediment interferes with the pond's efficiency. <br />Please reword this, stating that the pond will be cleaned whenever <br />the sediment volume exceeds the design sediment volume for the pond. <br />2. The dugout pond (pond no. 2) is an NPDES monitoring point. Because <br />of this fact, either the dugout pond must be considered a <br />sedimentation pond with required specifications and certification, <br />or the dugout pond must be considered to be associated with a small <br />area exemption and therefore only needs to fulfill the 10-year <br />24-hour specification with no certification needed. No <br />specifications or certification for pond no. 2 were found in the <br />permit document. Likewise, no small area exemption for the pond <br />no. 2 drainage area was found. The Division requires either the <br />specifications and certification for pond no. 2 as a sediment pond <br />or a request and documentation for approval as a small area <br />exemption for the drainage area for pond no. 2. <br />~3. The drainage ditch that goes around topsoil stockpile no. 1 and <br />into the dugout pond is not drawn correctly on map no. 5. Please <br />provide a corrected copy of map no. 5 "Facilities Map". <br />C. Reclamation <br />r,/ 1. Ina letter from TCC to the Division dated July 12, 1988 you <br />requested that the reclamation success be cam pared against a <br />production standard based upon previously obtained data, rather <br />than from a reference area. The request was approved. Therefore, <br />changes must be made on page 2.05-14, "Measures For Determining <br />Success of Revegetation", of the permit document. <br />Also, since no reference area was designated for this production <br />standard, the reference area must be omitted from map no. 4, <br />"Pre- and Post-Disturbance Land Use". <br />-2- <br />
