Colorado 80203 <br />29515 Routt County Road #27 <br />Oak Creek, CO 80467 <br />970.879.3800 <br />~ RECEIVED <br />i JUL 1 9 2006 <br />Division of Minerals d Geology <br />RE: Foidel Creek Mine (Permit No. C-82-O5~ -Technical Revision (TR06-54), Temporary Haulroad C-l <br />Deaz Mr. Walker: <br />Twentymile Coal Company (TCC) requests CDMG approval of a Technical Revision to our existing approved <br />Permit for construction, operation, and reclamation of a temporary haulroad, Haulroad C-1, extending from existing <br />Haulroad C, past the site of the former CYCC Office Building, and connecting with RCR27. The temporary <br />haulroad is needed to reduce truck traffic through the mine area, as an operational and safety consideration, and to <br />reduce wear and tear on the existing RCR27 railroad overpass, until TCC and the County can complete the <br />proposed west mine entrance, RCR27 underpass, and scheduled road improvements for RCR27. <br />Use of the temporary haulroad will include all truck traffic for coal hauls to the neazby Xcel Hayden Station <br />Powerplant, and all or a portion of the other truck coal haul traffic to other regional customers. TCC is working <br />with the Routt County Road and Bridge Department on a plan for active traffic control at the point where the <br />proposed temporary haulroad meets RCR27. <br />The proposed temporary haulroad follows the route of the existing access road for the former office building, with <br />no change in alignment. The only road upgades required to meet haulroad specifications, are minor widening and <br />associated cut/fill work to provide for two-way traffic in passing sections, placement and compaction of <br />approximately 6 inches of aggregate base materials, and construction of the required MSHA safety berm for any <br />elevated sections. Because Temporary Haulroad C-1 will be constructed within an existing disturbance area, this <br />revision will result in no new surface disturbance. As an existing disturbance area, disturbed azea runoff is already <br />captwed and controlled by the existing drainage and sediment control system. <br />This submittal includes revised PAP text, exhibits (geotechnical evaluation and design report), and maps, <br />addressing the location, configuration, operation, maintenance, and reclamation of the proposed temporary <br />haulroad. New and revised PAP materials aze identified by the attached Summary of Revisions/Additions. <br />We would like to proceed with this project as soon as possible, in order to realize the benefits of the change in truck <br />traffic during the interim period until the new west entrance is completed in mid- to late-fall. We, therefore, <br />appreciate your consideration, cooperation, and assistance in facilitating timely review and approval of this revision <br />application.
