Dust Control Plan - Response Dear Mr. Berry: The following is a point by point response to your letter dated February 25, 1987. Since Climax personnel have been utilizing Coherex over the past 12 years, applications generally have been made two (2) times per year based on drying patterns of the tails (page 4 of the Plan). Application scheduling, by necessity and common sense, must be based on snowmelt conditions (as opposed to general snow cover) and drying patterns. Unfortunately, these conditions are not as predictable as one might think. Applications must follow complete drying for safe equipment access and efficient use of Coherex. The drying process actually usually begins in June, but may occur as early as May or as late as July. Flexibility is the key to an efficient program. For the 11 years prior to 1986, Climax has had little problem and no complaints with its program. Those areas that dry first with the highest potential for blowing dust will be first to receive Coherex applications. As per the Plan, Climax has planned for a minimum of two applications at the rate described therein. Applications generally will occur following the initial drying period after snowmelt and again in late summer/early fall (September) depending on weather conditions. A wet summer may preclude the necessity for a late summer application or, for that matter, for a second application anywhere. Likewise, a very dry summer could require more than two applications.
