Lang <br />, Divisl°n Duecror <br />Grand Junction, Colorado 81506 <br />RE: Technical Revision No. 37, Reclaimed West Mine Sediment Control, Bowie No. 1 Mine, <br />Permit No. C-81-038, Bowie Resources Limited. <br />Dear Mr. Stover: <br />The Division has finished its review of Bowie Resources Limited's (BRL) responses, dated <br />September 13, 2001,to the Division's adequacy letter, dated September 5, 2001, for TR-37. <br />Attached is the Division's reclamation bond estimate for TR-37. The Division's liability <br />estimate is $8,800.00. This is $3,126.00 more than Bowie's estimate of $5,674.00. The <br />reason for this difference in estimates is that Bowie does not include any costs for <br />revegetation. Please let the Division know if this estimate is acceptable. <br />The Division has no further concerns. BRL accepts the Division's estimate of the <br />reclamation liability cost. Also, the Division holds sufficient bond for the proposed <br />activities in TR-37. <br />2. The proposed location for the two sedimentation ponds is on top of fill material. The <br />Division is concerned about the possibility of leakage of the pond water into the fill, <br />thereby possibly compromising the geotechnica! stability of the pond embankments and of <br />the fill. Also, significant leakage of the pond water into the fill would bypass a important <br />function of the pond, namely, water monitoring. Please comment. When commenting on <br />the pond embankments' geotechnica) stability, please reference Rule 4.05.9(8)(6). <br />The Division has no further concerns. In constructing the ponds, BRL has stated that they <br />will rework any soft areas in the soil at the embankment base and at the pond bottom. In <br />BRL's opinion, this reworking will provide a strong foundation for the pond <br />embankments and minimize pond leakage. <br />3. The hydrology designs use a curve number of 41 for the upland areas of oak and mixed <br />
