Long <br /> Division Director <br />RE: West Elk Mine (C-80-007) <br />Permit Revision No. 7 <br />Reclamation Cost Estimate <br />I have completed a review of the PR-07 proposal, and attempted to estimate the associated reclamation <br />costs. I need quite a bit of information to complete an estimate. Please have the operator, under the <br />requirements of Sections 2.05.3(3) and 2.05.4(2) of the Rules and Regulations of the Colorado Mined <br />Land Reclamation Boazd for Coal Mining (Rules), provide responses to the following. <br />18. As noted in Comment 55, below, MCC has not provided adequate narrative describing each <br />of the proposed mine support facility structures. There aze a number of facilities shown on <br />the "General Arrangement of Site Layout Showing Sinking Facilities and Services" map which <br />aze not discussed in the narrative. <br />19. You asked me to look at this response, but as we discussed, this was a groundwater issue that <br />you had identified. <br />23. DMG requested additional information regazding the material balances for the <br />Transmission/Water Tanks Road. As noted in Comment 55, below, we aze still in need of <br />additional details for all SGFA disturbed areas. <br />55. DMG is still in need of additional information to be used in developing a reclamation cost <br />estimate, as described in this letter. As previously requested, the additional information should <br />be included in the appropriate section(s) of the permit application package. MCC did not <br />revise the permit application text to incorporate all of their March 11, 1997 responses. <br />In order to deternJine the estimated reclamation costs for removal of all buildings and <br />structures, DMG is in need of the composition and dimensions of the superstructure, <br />foundation, and footing for every structure shown on the "General Arrangement of Site Layout <br />Showing Sinking Facilities and Services" map, the flocculant storage building, and the power <br />distribution equipment. Please include the width, length, and height or thickness for each <br />structure. <br />A detailed plan, with supporting maps and cross sections, for backfi]]ing and grading of all <br />disturbed areas needs to be provided. The plan should include a material handling plan which <br />indicates the bank volume, pre-mining location, operational (post-construction) location, and <br />final (post-reclamation) location for all material which will be used to develop the SGFA, <br />including that used to construct roads, yard areas, ponds, and benches; any material used in <br />the relocation or realignment of roads; and the volume of material removed to develop the <br />ventilation shafts. <br />
