Reclamation Cost Estimate
I have completed a review of the PR-07 proposal, and attempted to estimate the associated reclamation
costs. I need quite a bit of information to complete an estimate. Please have the operator, under the
requirements of Sections 2.05.3(3) and 2.05.4(2) of the Rules and Regulations of the Colorado Mined
Land Reclamation Boazd for Coal Mining (Rules), provide responses to the following.
18. As noted in Comment 55, below, MCC has not provided adequate narrative describing each
of the proposed mine support facility structures. There aze a number of facilities shown on
the "General Arrangement of Site Layout Showing Sinking Facilities and Services" map which
aze not discussed in the narrative.
19. You asked me to look at this response, but as we discussed, this was a groundwater issue that
you had identified.
23. DMG requested additional information regazding the material balances for the
Transmission/Water Tanks Road. As noted in Comment 55, below, we aze still in need of
additional details for all SGFA disturbed areas.
55. DMG is still in need of additional information to be used in developing a reclamation cost
estimate, as described in this letter. As previously requested, the additional information should
be included in the appropriate section(s) of the permit application package. MCC did not
revise the permit application text to incorporate all of their March 11, 1997 responses.
In order to deternJine the estimated reclamation costs for removal of all buildings and
structures, DMG is in need of the composition and dimensions of the superstructure,
foundation, and footing for every structure shown on the "General Arrangement of Site Layout
Showing Sinking Facilities and Services" map, the flocculant storage building, and the power
distribution equipment. Please include the width, length, and height or thickness for each
structure.
A detailed plan, with supporting maps and cross sections, for backfi]]ing and grading of all
disturbed areas needs to be provided. The plan should include a material handling plan which
indicates the bank volume, pre-mining location, operational (post-construction) location, and
final (post-reclamation) location for all material which will be used to develop the SGFA,
including that used to construct roads, yard areas, ponds, and benches; any material used in
the relocation or realignment of roads; and the volume of material removed to develop the
ventilation shafts.
