Ponce <br />Santa Fe Railroad <br />500 Arizona Street <br />Trinidad, CO 81082 <br />RE: Reclamation of Coal Loadout Facilities Located on Santa Fe Railroad, <br />Property Leased to Energy Fuels Mining Company, Raton Creek Mine, <br />Permit No. C-82-055 <br />Dear Mr. Ponce: <br />This letter is in response to our telephone conversation of October 8, 1993. <br />During our conversation, we discussed the reclamation requirements of <br />Trinidad Coal Loadout Areas Numbers 1 and 2, leased by Energy Fuels Mining <br />Company from the Santa Fe Railroad. With the closing down of their coal <br />mining operations at the Raton Creek Mine, Energy Fuels is reclaiming all <br />lands affected by their operation. The Division is requesting comments from <br />the Santa Fe Railroad regarding upcoming reclamation activities at the <br />Santa Fe Railyard, situated in Trinidad, Colorado. <br />Our reclamation regulations require that vegetation be reestablished at these <br />loadouts. However, we understand that the Railroad may have some concerns <br />with this requirement. Please state whether or not the Santa Fe Railroad has <br />any objections to the reestablishment of vegetation within the railyard where <br />the Energy Fuels Loadouts are located. If you do have any objections, please <br />state what they are, so that we may develop a mutually satisfactory solution. <br />Our regulations also state that sediment control structures must remain in <br />place until vegetation has been satisfactorily reestablished. The three <br />existing drainage sumps located within the railyard would have to be <br />reconstructed to contain all runoff generated from the 25-year, 24-hour <br />precipitation event. These three sumps are currently designed to contain <br />runoff from only the 10-year, 24-hour event. Proper drainage control would <br />require these sumps to be enlarged, new drainage ditches installed to convey <br />runoff to the sumps, and all associated surfaces regraded accordingly. Please <br />state whether or not the Santa Fe Railroad has any objections to these <br />proposed procedures. If you do have any objections, please state what they <br />are. <br />
