STATE OF COLORADO
Roy Romer, povei
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
FRED R. BANTA, Dlnctor
June 20, 1989
Mr. Roland G. Oberina
Obeying, Nurth & Associates
1015 Elkton Drive
Colorado So rings, Colorado 80907
RE: Hydrologic Supplement to Amendment Application, Amendment No. 2,
Snyder Quarry, Castle Concrete Co., File No. M-77-210
Dear Mr. Obeying:
I have reviewed the above-referenced technical report received June 13, 1969.
This report describes the engineering designs proposed for the runoff and
sediment control s,YStem at the Phase III area of mining at the Snyder Ouarry.
The resort was prepared in response to the Division's adequacy letter to
Mark Heffner dated May 25, 1989. My comments and questions following review
of the report are provided below.
1. The silt retention facility has been designed as an off-channel pond.
The original proposal was for six (61 on-channel ponds. The relocation
should work well for the amendment area, however, a sediment control
system for the Phase IY area to the east of Phase III will need to be
designed as well. A similar system using silt fences along the channel
setback border of the mining area and off-channel pond at the base of
Phase IY is recommended. As such, the Division will require the
following stipulation upon approval of Amendment No. 2:
Stipulation No. 1
Ninety (90) days prior to disturbance of the Phase IV area at the
Snyder Quarry, Castle Concrete Company will submit to the Division
for review and approval a design for the runoff and sediment
control system to be implemented for the Phase IV mining area.
2. As noted in my May 25, 1989 letter, as-built drawings of the sediment
pond should be provided to the Division within 60-days of the completion
of construction. This was not specifically stated in the hydrologic
supplement report. Please indicate Castle Concrete Company's commitment
in this regard.
215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel. (303) 866.3567
