Oberina <br />Obeying, Nurth & Associates <br />1015 Elkton Drive <br />Colorado So rings, Colorado 80907 <br />RE: Hydrologic Supplement to Amendment Application, Amendment No. 2, <br />Snyder Quarry, Castle Concrete Co., File No. M-77-210 <br />Dear Mr. Obeying: <br />I have reviewed the above-referenced technical report received June 13, 1969. <br />This report describes the engineering designs proposed for the runoff and <br />sediment control s,YStem at the Phase III area of mining at the Snyder Ouarry. <br />The resort was prepared in response to the Division's adequacy letter to <br />Mark Heffner dated May 25, 1989. My comments and questions following review <br />of the report are provided below. <br />1. The silt retention facility has been designed as an off-channel pond. <br />The original proposal was for six (61 on-channel ponds. The relocation <br />should work well for the amendment area, however, a sediment control <br />system for the Phase IY area to the east of Phase III will need to be <br />designed as well. A similar system using silt fences along the channel <br />setback border of the mining area and off-channel pond at the base of <br />Phase IY is recommended. As such, the Division will require the <br />following stipulation upon approval of Amendment No. 2: <br />Stipulation No. 1 <br />Ninety (90) days prior to disturbance of the Phase IV area at the <br />Snyder Quarry, Castle Concrete Company will submit to the Division <br />for review and approval a design for the runoff and sediment <br />control system to be implemented for the Phase IV mining area. <br />2. As noted in my May 25, 1989 letter, as-built drawings of the sediment <br />pond should be provided to the Division within 60-days of the completion <br />of construction. This was not specifically stated in the hydrologic <br />supplement report.
