EXHIBIT ~ - 11~INING PLAN
This information provided in this Exhibit is intended to satisfy the requirements outlined in Section 6.4.4 of
the Colorado Mined Land Reclamation Board Construction Material Rules and Regulations:
(a) Description of the method(s) of mining to be employed in each stage of the operation as
related to any surface disturbance on affected lands;
The existing permit area includes apartially-mined deposit of sand and gravel located in the
alluvium of the South Platte River in Adams County. The site is located approximately one-half
mile east of the South Platte River. The site is bounded by U.S. Highway (US) 85 on the east,
E-470 on the north and other appurtenances including toll booths and on and off ramps around
the rest of the site perimeter. The existing permit area is approximately 58.8 acres in size.
The permit area will be mined in a single phase (please refer to the attached Mining Plan Map
in Exhibit C). The majority of aggregate material mined under this permit will be processed on
site.
This site is not located within the 100-year floodplain of the South Platte River.
Site Preparation:
Initial disturbance of the property will include: clearing the site of existing structures and
installation of a perimeter drain to begin dewatering. Scrapers will strip the topsoil and
overburden material and stockpile them separately for use during site reclamation. Any excess
material not needed for reclamation may be sold or hauled off-site during the life of the mine.
Prior to dewatering, the Colorado Division Of Wildlife (DOW) will be contacted regarding the
existing fish within the pond. During dewatering, we anticipate the DOW will come on-site as
appropriate to relocate fish.
A Stormwater Management Plan and Spill, Prevention, Control and Countermeasures Plan will
be developed for this site. As committed in the "Permit Condition" on page 6 of the Application
Form, the applicant will notify the Division of Reclamation and Mine Safety in the event of a
reportable spill.
Mining:
The mining on this site will progress in a single phase. The maximum disturbance area
coincides with the existing permit area, or 58.8 acres. This area will be continually dewatered
and dry-mined using scrapers, bulldozers, front-end loaders, excavators, or similar-type
equipment. Material excavated in this mine area will be transported by conveyor belt system
or haul truck to the processing area located on-site. Initially the processing area will be located
on the west side of the mine area while the remainder of the site is mined. The processing
area will then be moved to the bottom of the mine cell so that the western portion of the site
can be mined.
E-470 Public Highway Authority -Henderson Development (Sandy Acres) - MLRB 112 Permit Amendment Application
Exhibit D - 3
