Long <br />Date: August 2, 1994 Division Director <br />RE: Preliminary Adequacy Concerns, Pikeview Quarry, Permit No. <br />M-77-211 <br />Since I currently have only partially reviewed the amendment <br />application and existing permit files there is only one item I <br />consider an important adequacy concern. The operator needs to <br />define a revegetation criteria (standard) for the base reclamation <br />plan so there is no doubt about the success/failure of the <br />revegetation effort proposed by the operator. A seed mix and <br />seeding method has been proposed but the operator has not defined <br />a success/failure criteria by which the Division, the operator and <br />the public can easily determine, at any point in time, whether the <br />revegetation effort is successful or not. A quantitative criteria <br />plan may work the best since erosion, a major concern at this site, <br />will be controlled by the amount of ground cover rather than the <br />diversity of the vegetation. <br />I currently plan to complete the review of the amendment <br />application and a re-evaluation of the financial warranty by August <br />19, 1994. <br />M:iossimcmo.jd <br /> <br />
