(OMI) is pleased to provide you with a copy of the <br />application for a Permit Revision (PR-04) to the existing approved OMI Permit and a completely <br />updated and reformatted Mining and Reclamation Plan document. This updated Plan document <br />incorporates all relevant infomtacion from the existing approved Mating and Reclamation Plan <br />including all approved recent and historical plan revisions (MR's and TR's). It ako incorporates <br />relevant information responding to the DMG's conur>ents and concerns refacing to Permit <br />Renewa103. The PR-04 submittal was detem~itted complete by the DMG on September I5, 2000 <br />and OMI has proceeded with pubhcation of the required public notice. <br />The updated Plan document has been fottnatted to facilitate initial review, ongoing use as a <br />regulatory compliance document, and future updates and revisions. The "working document' <br />consists of the first four volumes, which contain all of the Plan text and maps. Supporting <br />background information has been placed in Plan exhibits in volumes five through twelve. <br />Recognizing the preference for permit revision information be incorporated into the permit text, <br />Exhibit 2.08-E1 has been established for placement of future permit revision transmittal letters <br />and the associated Summary of Revisions/Additions, to serve as a convenient reference for permit <br />revision content and organization. Other organizational and documentation aids included in the <br />Plan document are a set of 8%" x 11" reference maps corresponding to the full-size map sheets, a <br />comprehensive permit chronology, Table of Contents and/or List of Maps/Exhibits for each <br />volume, text page numbering and regulatory section references, and a Table of Contents for each <br />exhibit. This Pemtit Revision package consists of this transmittal letter, an updated Permit <br />Renewal Application Form reflecting changes that have occurred since the original Permit <br />Revision 03 Application was filed in March 1998, and the complete updated and reformatted <br />Mrning and Reclamation Plan document. <br />Current ongoing mining operatiorLS involve recovery of minable coal reserves from the B Coal <br />Seam using longwall mining methods in the Sanborn Creek Mtne. Remaining minable coal <br />reserves in the B Seam are limited, so planned future mining will focus on minable fee and Federal <br />coal reserves in the D Coal Seam which will be accessed through the new Elk Geek Mine.
