Is <br />this treatment and clarification currently taking place? <br />A feasibility study mentioned on page 204 stated that the J~ <br />cost of treating the mine discharge water was <br />prohibitive. What are the recent developments regarding <br />treatment of mine discharge water? If the mine discharge <br />water is not being clarified and treated, this section <br />needs to be updated to reflect actual impacts to•the <br />surface water system. <br />6) On page 204, the operator states, "There are no <br />beneficial users of groundwater in this permit area or <br />adjacent areas." Dan: A handwritten note in the PAP says <br />that there is one. Do you know anything about this? <br />7) On page 217c, the operator states that it was determined <br />that it is not economically feasible to construct a salt <br />removal/minimization facility at this time. By whom was <br />this determination made? Have costs changed since the <br />feasibility study was done. Are there alternate methods <br />of treatment that would be more feasible? This statement <br />contradicts the earlier statement on page 203 that says <br />that mine discharge water will be treated and clarified <br />prior to discharging into the Colorado River. If this <br />treatment and clarification is needed to ensure that the <br />impact of mine water discharge on the Colorado River will <br />be insignificant, and the treatment and clarification is <br />not being done, then, obviously, the impact to the River <br />is more significant than originally predicted. The <br />operator should remove the ambiguity from the PAP and <br />update the PHB and PHC sections to reflect actual <br />impacts. <br />8) On page 217d, the operator states that the projected <br />additional load of salt to the Colorado River from the <br />four discharges is 1386 tons... <br />a) Is this an annual discharge figure? 7e J <br />b) This statement should be updated to reflect <br />the recent reopening of the Roadside North <br />Portal. <br />If you or the operator have any questions, please call me. <br />cc: Larry Routten <br />
