JUL-29-94 FRI 15 31 • FAX N0. 303 94775 <br />"8~~~ Depazbmcnt of Energy <br />{ <br />~ i ROOKY FLATS FIELD OFFICE <br />j ~S F.o. sox e2e <br />.A ~ GOLDEN, COLORADO 80602-0828 <br />94-DOE-08039 <br />JUL E 9 'WA-1 <br />Mr. Berhan Keffelew <br />State of Colorado Reclamation Division <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Dear Mr. Keffelew: <br />P, 02 <br />Thank you for the opportunity to allow us to comment on Western Aggregates Inc. request for <br />Permit Amendment Application on approximately 707 acres (282 currently permitted and 425 <br />acres to be added) of land roughly located southeast of the intersection of highways 93 and 128. <br />This acreage lies in the northwest corner of the Department of Energy's Rocky Flats Buffer Zone. <br />The Department of Energy owns the surface rights on the land and as such is very interested in the <br />operations of our neighbor, Western Aggregates. <br />The following is a summary of our main concerns: <br />~rture Use <br />The Future Use Working Group (on which Jefferson County is represented) has been convened <br />and requested to delineate future uses for tLe Rocky Flats Environmental Technology Site (Site). <br />This group is comprised of citizens and citizen group representatives with strong interest, <br />conczrns and commitment to the future of the Site. Any activity in the Buffer Zone including the <br />proposed expansion of WAI's mining operation affects future use of the area and the end product <br />of the Future Use Working Group. As the proposed continues an activity that precludes landuse <br />by the surface owner, the proponent's historical actions need to be considered. <br />Air Quality <br />There is concern in regazds to nit quality and potential impacts to our current air quality <br />mo~vtoring program. WAI has stated that there will be no addittonal vehicle traffic in excess of <br />their existing operation and that the added access road will be paved. <br />Water Quality <br />Several assurances aze necessary in terms of water quality. Assurance is needed that all water <br />use3 in the mining operation stays on the excavation site and that there is no dumping of water <br />down gradient. The Rock Creek azea is considered a very unique habitat for numerous species. <br />The: uniqueness and diversity of habitats in Rock Creek are not found elsewhere in the area. <br />Information supplied to date from WAI is insufficient in detailing how WAI intends to preclude <br />
