Mike and I <br />stopped by this pit a few weeks ago on our way to Platoro, and <br />based on that visit (which by the way was not an inspection stop <br />but rather was where we asked directions on another matter) I would <br />say that they are justified in lowering the size of the disturbed <br />area for purposes of recalculating the bond. <br />When I originally calculated the bond for this site, I did so on <br />the basis of a "high and dry" gravel pit, with 3:1 slopes on four <br />sides and a disturbance area of 10 acres, at $1,400 per acre as a <br />reclamation bond estimate. Thus, the bond was set at $14,000 for <br />a maximum of 10 acres of disturbance for the 30 acre permit area. <br />Presently, with full operations in progress, the disturbed area <br />covers about 3.5 to 4 acres. <br />As I understand it, all of the access roads will be retained as <br />ranch roads because the pit area lies in the owner/operator's <br />access route to properties southwest of the pit area. That leaves <br />1 to 1.5 acres that may be under reclamation at any single time - <br />assuming the size of the operations area does not change. It seems <br />that they have reserved a reasonably sized area as a cushion for <br />reclamation, so that the operations will not exceed the 5 acre <br />disturbance limit which they are proposing. <br />Based on my recent visit to the site, discussions with the <br />operator, the present site configuration, and layout of the <br />operations - all of which is portable equipment - I would recommend <br />that the request be considered a revision to the permit, and that <br />it be accepted upon receipt of the appropriate fees. If I can save <br />you time by handling this item I would be glad to do so. (This was <br />one of the first permits that I had responsibility for, and I spent <br />a lot of hours at that time helping the operators devise a good <br />
