C <br />Apex No. 2 Mine, pg.2 <br />Ten feet of the original 30 foot portal bench was approved for <br />retention as a safety barrier for County Road 29 which runs <br />directly beneath and adjacent to the reclaimed portal <br />bench. This action was coordinated through Paul Draper, Director <br />of the Routt County Road and Bridge Department who was in favor <br />of retaining the bench. These actions all appear to be in <br />compliance with Colorado Regulation 4.14, Backfilling and <br />Grading, and subsection 4.14.1(2)(f). The actions described are <br />documented in more detail in Technical Revision No. 6, dated <br />August 3, 1995, which was provided to the OSM Denver Field <br />Division on October 20, 1995. <br />The road culverts we inspected were clear and functional and Mr. <br />Lewicki had recent photographs of the culverts flowing during <br />runoff events. Ms. Hook discussed various aspects of B.L.M.'s <br />Mineral Leasing Program responsibilities as they relate to lease <br />relinquishment and surface access for reclamation liabilities. I <br />referred Ms. Hook to Pete Rutledge, Manager, Program Support <br />Division. Mr. Rutledge can be reached via telephone at OSM's <br />Western Regional Coordinating Center at (303) 672-5506. This <br />concluded the inspection. Mr. Lewicki and crew remained on site <br />to finish mulching interseeded areas and indicated they would <br />provide restricted access on the west end of the retained bench. <br />Please address any questions concerning this report to Henry <br />Austin at (303) 672-5572. <br />
