Page 2
June 8, 1994
Pikeview Corr. Act.
Tom Schreiner
Item number 2 in your inspection report discusses some small cuts along a previous access
road that was never finished. This work has not been completed. Work is proceeding on
completing the stormwater management facilities (mainly doing the massive channel
excavation). This correction will be done as that work is completed. There is a great deal of
material being removed from the channel and some of that can easily be used to backfill these
cuts rather than hauling in additional material to do the backfilling. This seems to be a more
efficient approach to doing this work. Any sediment discharge produced by the erosion of the
cuts does not leave the old road bench. These cuts have been there for over 10 years and have
not caused any true environmental harm, but they do look bad. On a long term basis, the cuts
could expand uphill some distance before self repairing. Therefore, this backfilling is currently
cosmetic, but is also intended to eliminate the possibility of these cuts causing a problem 20
years from now. This work will be completed using material derived from the channel
excavation. The backfilling should be completed by late June, but seeding will not occur until
this fall as it is too late to seed now. Prior to seeding, any surface hard pack will be loosened
so the backfill will accept the seed.
It is hoped that this slight delay in completing item 2 is not a problem. Please recognize the
minor nature of this item and be assured that it will be completed soon. In my opinion, when
everything else that Castle has done on this operation is considered, it is clear that they are
showing good faith in managing the site.
If you have any questions, please call.
Respectfully,
~~ ~ ~~~
Mark A.
