During the public comment <br />period the Division received a letter from Routt County Planning Department explaining <br />that, after bond release, the gravel pad portion of the bond release area will not comply <br />with county zoning. This matter warrants further review of the bond release application; <br />therefore, the Division is withdrawing its proposed decision.
