Issues <br />resolved have been omitted from this letter. <br />1. The Division does not consider the salvage of 18 inches of <br />topsoil to be "worst case" for reclamation. As the revision <br />application to construct the ventilation fan was approved <br />based on the fact that 18 inches would be salvaged, other <br />portions of the permit will need to be revised to reflect that <br />only 4-6 inches was salvaged and will be replaced. For <br />example, Exhibit 42A and sections of the text which discusses <br />topsoil salvage and replacement. <br />3. MCC's response is acceptable. No further response is <br />required. <br />4.
