BANTA, Director
September 25, 1989
Mr. Rick Hushes
Colorado Yampa Coal Company
29587 Routt Co. Rd. No. 27
Oak Creek, Colorado 80467
RE: Minor Revision No. 8 - Mine No. 3 - C-84-062
Dear Mr. Hushes:
On September 14, 1989, we received the above-referenced minor revision, and
a copy has been available in our office for public review since that date.
Pursuant to our telephone conversation of September 23, 1989, the decision
deadline has been extended to October 2, 1989. Please note that this is minor
revision number 8, not number 6. The following issues must be resolved before
we can issue an approval decision.
1.) Please revise the text on pane 15-2 (a) pertaining to spoil spring
monitoring to be consistent with the wording on pane 780-172(a) of the Eckman
Park Permit (C-81-071). Specifically all springs observed during the May
spoil spring survey must be monitored for field parameters, and any spring
which is discharging more than 35 gallons per minute must be monitored in
accordance with the schedule shown on Table B. This must include quarterly
field parameter sampling, with monthly sampling during the spring runoff
period, and full suite water quality analyses semi-annually.
2.) The proposed Table B, which shows the elimination of monthly field
parameter monitoring during the spring melt, cannot be approved.
3.) Revise Table A (pane 15-3(a)) to be consistent with Table 101 of the
Eckman Park Permit (C-81-071; pane 780-171).
4.) Footnote number 2 (pane 15-3(a)) should be eliminated since the spring
below the Homestead ditch is considered to be significant,
Please contact me if you have any questions. Thank you for your cooperation.
Si nc~/el y,~
~~ ~f!
Dav' 'A rry
mation Specialist
DAB/yjb
cc: tAichael Savage
9935E
215 Centennial Building, 1313 Sherman Street
Denver, Coloratlo 80203-2273 Tel.
