Idtntijioadon: This runpomry discharge will go to Ole North Fork of the Gunnison River, segment 3 of the <br />North Fork of the Gunnison River Sub-basin of the Gunnison River Basin. <br />2. Classi ration: Segment 3 it elasshed for the following wu: Recreation, (;lass z; Aquatic Isle, Class I <br />(mid); Agriadturt. <br />3. Numeric Standards: The standards which have been assigned in accordance with the above classifications can <br />be found in the ClassijPcatlons and Numeric Stattdardt for tht Gunnison River Basin, Regulation No. 35 (S <br />CCR 1002-35), as mnendtd Dezember 14. 1998. Iht standards subject to this review are shown in the table <br />on the following page. The hardness -nlrte shown in the table and used to aaladare table value standards was <br />supplied by the permittee. Thin value represeras the mean of 22 data points collected in the North Fork of the <br />Gunnison River below the torte site over the period from June 1978 r/vough September 1998. <br />4. An[idetrradation: this segment it not subject to an a-itldegrndation review under provisions of sedian 31.8(2) <br />of The Basic Standards and Methodolo¢ies for Surface Wares Regulation No. 31 (5 CCR 1002-31) betarrre <br />the discharge is of shoe-resat Harare. <br />IV. PURPOSE OP AMENDMENT <br />In a lever dared April 27, 1999, rite permittee requested temporary autharizarion of a distharge point. Within the past <br />few months, carbon monazide Ieveis to the mine ltd ro the belief char there was an underground cod fire. IJie mine <br />was floodtd with sluts warts and then seded. Boreholes were thin drilled into the mine of key locations m monitor <br />mrbon monoxide ltvels ro assure that the flit was out. During tht most rcutu boring, the drilling equipment came <br />out wet. Ibis was urtapeaed because the Jlooding should nor have come up w that level. Subsequent monitoring of <br />the water showed char tht level was mnsramty rising. The permitue fears char & soon will Jlood esptnsive <br />underground mining equipment. For shit reason, thry have requested that they be dlowed to pump this water out and <br />discharge it ro the North Fork of the Gunnison Rivtr. Ihry requested that this point be substrtuted for the currentty <br />authorized mine water disrluvge point (outJlz(i 011). The authorized point is not being used because of tht sealing of <br />the mine. They cannot tursta! the thine yet becmrse !r has not been derernrined with cenainry that the fire is out. <br />V. ASSESSMENT OF REQUEST AND <br />OP POTENTIAL PERMIT CAANGES <br />The water will be pumped out of the mine using a 200 gpm pump. This pumping mre equates to 288,000 gpd. The <br />perntinee has mnstruaed a surface sedl-wnation pond with a one acre-foot capacity (approxitmrely 326,000 gallons) <br />outside this borehole to retain this water and acmnonodate neatmatt if necessary. This pond rent hold roughly one <br />day's pumping. <br />The permttree sampled the x~er and submitted the sarrrple to a laboratory for analysis. The Division requested that <br />this analysis include all metals for which the rcuiving water has standards. The amlysls has been rccetved and <br />reviewed by the Division. The reparibtg lbnits for andysir resubs for these metals are wo high ro directly compare ro <br />the applicable water quality standards. however a comparison tan be made w the calculated porenrld efiTuent <br />limitations.
