Section i -Historv of Site <br />Kerr Coal Company opened the Marr Strip Mine in 1974. The mine is located ten mites east of <br />Walden, Colorado in Jackson County. The mine lies west and southwest of the Canadian River <br />on the east side of North Park, with'a permit area covering approximately 1600 acres. The Kerr <br />loadout facility is adjacent to the Union Pacific Railroad south of Walden. <br />Kerr Coal Company submitted Permit application C-80-006 to the Colorado Mined Land <br />Reclamation Division for mining at the Marr Strip Mine on July 30, 1980. The permit was <br />issued on March 20, 1981 with twelve stipulations. The permit has been renewed every five <br />years since then with the most recent renewal having been issued on May 15, 1996. In total, <br />twenty-one stipulations have been attached to permitting decisions. All stipulations have been <br />terminated. This is the fifth mid-term review of Permit C-80-006. <br />The Marc Strip Mine produced coal from the Sudduth seam with attack-and-shovel operation. <br />Coal was extracted from two pits, the 720 Pit and Pit L. Coal extraction from the 720 Pit ceased <br />in 1983 and from Pit 1 in 1993. Total disturbed lands at the Marc Strip Mine were 387 acres <br />according to the 1997 reclamation report. Disturbance is categorized as follows: <br />Surface facilities and roads 19.5 <br />Sediment control system 19.1 <br />Topsoil stockpiles 5.8 <br />Reclaimed lands 387.2 <br />Active mining operations and related activities were suspended and final reclamation activities <br />were initiated at the end of January 1993. Final backfilling, regrading, topsoiling, and mulch <br />crop seeding of the major remaining disturbance aeeas including the Pit 1 area and road and pond <br />areas were completed during 1995. Final reclamation seeding of these aeeas, minor supplemental <br />drainage protection work, and revegetation success evaluations were completed during 1996. <br />Site activities during 1997 were limited to required site inspection and maintenance including <br />routine cleaning of ditches and culverts and spraying for noxious weed control. <br />During the active operations coal was trucked to the Kerr tipple, south of Walden, where it was <br />stockpiled, crushed, screened, and loaded out. The facility was constructed on fill in the <br />wetlands of the Illinois River and encompasses nine acres. The rail lines were pulled out by the <br />railroad company in June 1996. Most of the coal stockpiled at the loadout was removed in <br />September 1996. Kerr has estimated that approximately 3,000 cubic yazds of coal and coal fines <br />remain. In 1998, Kerr Coal Company dismantled some of the buildings at the loadout. <br />Since the permit renewal of May I5, 1996, one Notice of Violation was issued. NOV C-96-021 <br />was written for "Failure to provide access to current mine records" on December 17, 1996.
