The application brings the PAP into <br />compliance with this rule (see revised page 4-11). <br />Rule 2.03.11 See the Rules for the text of this rule. <br />Item 3 of the midterm review was associated with this rule. The application is in compliance <br />with this rule. The address of the Garfield County Clerk and Recorder's office is provided (see <br />pazagraph 2.9, page 2-10). <br />Rule 2.03.12 See the Rules for the text of this rule. <br />Item 4 of the midterm review was associated with this rule. However, proof of publication is <br />only for initial permit applications, thus no[ applicable to TR-17. <br />Rule 2.04.3(2) See the Rules for the text of this rule. <br />Item 5 of the midterm review was associated with this rule. The application adequately addresses <br />the issue (see pages 3-8 and 3-9), and is incompliance with this rule. <br />Rule 2.05.3(2)(b) See the Rules for the text of [his rule. <br />Item 22 of the midterm review was associated with this rule. Revised pages 4-20, 4-54, 4-62a, <br />and 4-75 and deletion of page 4-70 bring the PAP into compliance with this rule. Discrepancies <br />in the quantities of disturbed and reclaimed areas have been rectified. A reduction from a <br />committed 16 inches to 10-inches of topsoil over reclaimed areas is recognized by this change <br />(Phase 1 Bond Release has been granted). <br />Rule 2.05.4(2) Eacit plan shall contnin the following information for the proposed permit area, <br />ii:cluding any roads which are to be removed, or modified for retention ns part of the post- <br />mining land use: <br />The response to Item 7d of the midterm review was "No comment at this time." However, the <br />item (re-designation of permanent roads to light-use roads) was implemented by dimension <br />(label) on revised Drawing 4.7-4. By letter of July 3, 2000, the applicant was asked, for <br />consistency, to modify section 4.4, page 4-53. A revised page was received under the applicant's <br />letter of July 31, 2000.
