The West Taylor <br />West Tributary Ditch would be out of compliance from Station 8 up. The East Taylor East <br />Tributary Ditch needs to be moved slightly east to be off the fill. An East Taylor West <br />Tributary Ditch is required on the west side of the permanent East Taylor Fill. The lower <br />section of the West Taylor Central Tributary Ditch needs to be directed to a perimeter relief <br />drain instead of going over the outslope (face) of the fill. <br />Rule 4.09.2(6) The outslope of the fill shall not be steeper than 2h:1 v (50 percent). The Division <br />may require aJlatter slope. <br />The application is in compliance with this rule. Outslopes are proposed at 3.8horizontal to 1 vertical. <br />(see page 6, Exhibit 21, Item 1). <br />Rule 4.09.2(7) Surface water runofffrom the area above the fill shall be diverted away from the fall <br />and into stabilized diversion channels designed to pass safely the runofffrom a 100 year, 24-hour <br />precipitation event or larger event specified by the Division. Surface runoff from the fill surface <br />shall be diverted to stabilized channels offthe frll which will safely pass the runofffrom a 100-year, <br />24-hour precipitation event. Diversion design shall comply with the requirements of 4.05.4. <br />This is the most direct requirement for relocation of the proposed Wesi Taylor Central Tributary <br />Ditch (Map 41A). A suggested comment to the applicant is: Please redirect the West Taylor <br />Central Tributary Ditch to a relief perimeter drain in compliance with Rule 4.09.2('1). <br />Please relocate the West Taylor West Tributary Ditch to the uppermost limit of the fill <br />contact with in-situ ground. Please redirect runoff above the fills to the perimeter ditches. <br />The general design for diversion ditches is for the 10-year, 24-hour precipitation event (see <br />Exhibit 7, Item 20, Part F). However, permanent relief drains and diversions to them away <br />from fills need to be designed for the 100-year, 24-hour storm event. Please redesign these <br />ditches for the 100-year, 24-hour precipitation event. <br />I will be out of the office the week of August 7 on vacation, and either the first or third week of <br />August on field inspections. <br />Please contact me if you have any questions. <br />
