The <br /> approved Amendment 02 - Stipulation 4.2 requires that a minimum of 5.5 inches <br /> of topsoil be replaced on all reclaimed lands within the permit area. <br /> 2) Topsoil sampling for N, P, K, EC, pH and organic matter content should be done <br /> after the topsoil is spread. The number of samples (one per five acres, one per <br /> ten acres) should be specified. <br /> 3) Topsoil depth should also be measured and the number of measurements <br /> specified.
