ii iiuiiiiiiiii iii <br />PUBLIC NOTICE <br />Minrec, Inc., 2768 Compass Drive, Suite 101, Grand Junction, CO, 81506, has submitted an <br />application for a partial bond release to the Division of Minerals and Geology for its mining permit <br />No. C-81-025. The mining permit was initially approved on August 15, 1983 and was renewed on <br />August 15, 1998. The current reclamation bond value is $ 272,575 and is in the corm of a <br />Certificate of Deposit and U.S. Treasury Note. This permit action will release up to $160,292 from <br />the reclamation bond. The area for which partial bond release is being requested is the 63.3 acre <br />North Thompson Creek Mines and Loadout reclaimed areas. The reclamation of the refuse pile <br />was completed during 1986 and structures at the mine sites and loadout were dismantled during <br />1986 and 1987. The areas were contoured, seeded and mulched during the fall of 1986 and <br />1987. The areas have exhibited good plant growth during the ensuing years. A vegetation study <br />was performed during July 2000. The vegetation study demonstrated the vegetation at the North <br />Thompson Creek Mines passed all applicable comparisons. Therefore, the North Thompson Creek <br />Mines and loadout meet all of the vegetation criteria for a phase II bond release. <br />The mine permit area is located in Pitkin County in lands located in Sections 21, 22, 27, 28, 33, 34, <br />35, T. 8 S., R. 89 W., 6th P.M. and Sections 2, 3, 4, T. 9 S., R. 89 W., 6th P.M. The mine permit <br />area encompasses 3300 acres. The surface of the mine permit area is owned by the North <br />Thompson-Four Mile Mineral and Land Corporation (portions of sections 22, 27, 34, 35 T8S), the <br />Crystal River Ranch Company (portions sections 2, 3 T9S, and sections 34, 35 TBS, the Bureau <br />of Land Management (portions of section 35 TBS, and the U. S. Forest Service (portions of <br />sections 21, 22, 27, 28, 33, 34 T8S, and sections 2, 3, 4 T9S). <br />The loadout permit area is located in Garfield County, south of the Roaring Fork River, in lands <br />located in Lots 4, 5, 6, and 7, Section 29, T. 7 S., R. 88 W., 6th P.M. The mine-loadout haul road <br />traverses Sections 29, 30, and 32, T. 7 S., R. 88 W., and Section 5 T. 8 S., R. 88 W., 6th P.M. <br />The loadout permit area encompasses 36 acres owned by the Crystal River Ranch Company and <br />Jeff Burtard. <br />The mine permit area is located approximately 9.5 miles from the bridge across the Crystal River <br />up County Road 108, (North Thompson Creek Road). The loadout permit area is located along <br />County Road 109 approximately 2 miles north of the intersection of County Roads 108 and 109. <br />The mine and loadout permit areas can be located on the U.S.G.S. 7.5 minute Stony Ridge and <br />Carbondale, CO quadrangle maps respectively. The total permit area is 3336 acres of which 1516 <br />acres are on Federal land. <br />A copy of the bond release application is available for public inspection at the Garfield County Clerk <br />and Recorder's office, Garfield County Court House, 109 8'" Street, Glenwood Springs CO, and at <br />the offices of the Division of Minerals and Geology, 1313 Sherman St., Room 215, Denver, CO, <br />80203, (303) 866-3567. Written comments or objections to the proposed release, and a request <br />for a public hearing or informal conference may be submitted to and additional information obtained <br />from the Division of Minerals and Geology. Comments, objections or requests for a public hearing <br />or informal conference must be submitted to the Division of Minerals and Geology within thirty (30) <br />days of the last publication of this notice or within thirty (30) days of the completed bond release <br />inspection, whichever is later. <br />
