:~ Homogeneity of The Meeker Mine Sites
The three non-contiguous sites of the Meeker Area Mines permit,
the Rienau #2 Mine, Northern #1 Mine and the refuse facility can
be considered homogeneous for the purposes of lumping the areas
together for bond release. All aspects of homogeneity, as
discussed in the June 30, 1993 meeting with OSM, are described
below. Exhibit C-7 in the permit shows the three disturbed areas
on the same topographic map.
1) Topsoil: During initial development, topsoil was
stockpiled from the Northern #1 Mine and the refuse facility.
Since the Rienau #2 Mine was a pre-law mine that did not salvage
topsoil, all topsoil for the reclamation of this site came from
the refuse area and the Northern #1 Mine. One stockpile existed
at the refuse area and one existed at the Northern #1 Mine. Both
of these stockpiles were used to supply all three sites for
reclamation in the fall of 1986. All three sites were reclaimed
with a thickness of 12" to 18" of topsoil, as prescribed in the
permit. A sample of topsoil quality at the two minesites was
conducted in the fall of 1989. The sample identification is as
follows:
Sample # Description
1 Top Surface soil at R#2
1 2-4 4" depth at R#2
2 Top Surface Soil at N#1
2 2-4 4" depth at N#1
As can be seen by the enclosed lab analysis, the soils are
classified as a sandy clay loam with very, very similar soil
properties. As previously stated, they should be similar since
the soil from both sites came from the same stockpiles.
