Meeker Area Mines (C-$1-032) <br />Phase II Bond Release Application <br />INTRODUCTION <br />The Meeker Area Mines (CDMG permit C-81-032) were reclaimed in 19$6 in <br />accordance with the requirements of the approved State of Colorado Mining and <br />Reclamation Plan. The permittee requested, and was granted, partial release for Phase <br />II by the Colorado Division of Mines and Geology (CDMG). The Albuquerque Field <br />Office of the federal Office of Surface Mining Reclamation and Enforcement declined <br />to concur with the CDMG fmding, based in part on questions regarding the <br />apprppriateness of combining the field cover data from the 1992 vegetation sampling. <br />OSMRE-AFO concerns (per June 30, 1993 meeting between CDMG, OSM-AFO, and <br />the permittce) would be assuaged by seeing the demonstrations that led the permittee to <br />combine the vegetation cover data. <br />This report summarizes the statistical tests and demonstrations which were undertaken <br />to demonstrate homogeneity of the vegetation populations sampled. The statistical <br />demonstrations presented are part of the larger demonstration of homogeneity of the <br />reclaimed areas, addressing topsoil, reseeding date, seed miz, and other factors. <br />DEMONSTRATTON OF VEGETATION HOMOGENEITY <br />Though not required by statute or regulation, this statistical demonstration is provided <br />to show the propriety of combining the vegetation cover data collected at the Meeker <br />Area Mi,ies in the summer of 1992 by Hayes Environmental Services and analyzed by <br />Savage and Savage. Vegetation cover data was collected at six reclaimed areas within <br />the Meeker Area Mines. The areas evaluated for Phase R Bond Release included; the <br />Northern >y I Mine Area- West Side, Northern a 1 Mine- Topsoil Stockpile Area, <br />Refuse Area- Topsoil Stockpile Area, Refuse Area, Rienau !/ 2 Mine Area, and the <br />Northern !1 1 Mine Area- East Side. Based on statistical evaluations conducted prior to <br />Phase R Bond Release application submittal, the permittee elected (in full compliance <br />with federal and state statutes and regulations) not to seek release for the Northern ~ 1 <br />Mine Area- East Area since this area did not meet vegetation cover equivalency <br />criteria. This area is included in these statistical evaluations to further affirmatively <br />demonstrate or disprove that assertion. <br />
