Please be aware that, should observation and monitoring of vegetative <br />development on the refuse piles Indicate problems potentially attrlbutabie to high <br />levels of salinity or sodium in the surface soils (e.g. significant bare areas or <br />stunted vegetation out of character with the native environment), appropriate <br />assessment and mitigative measures will be required. <br />14. Operator provided requested sampling data and narrative regarding quality of soft in <br />Topsoil Stockpiles 1 and 2, which were only partially used up by the 2002 recamation <br />projects. Comment in response letter indicates that a portion of Topsoil Pile 1 may be <br />used as common fill for pond reclamation. Stockpile 1 material is comparatively good <br />quality soil, on average marginally suitable for refuse area topdressing. As such, It should <br />be used for refuse topdressing (unless a source of higher quality material is ident~ed), <br />non-refuse area topsoil, and possibly refuse area subsoil if quantity is sufficient, but <br />should not be used for common fill. Please confirm in written response and <br />appropriate narrative sections that Topsoil Pile 1 material will not be used as <br />common fill. <br />
