It is necessary that these
activities commence before April 13 so that Wyoming Fuel Company can take advantage
• of the coming construction season for completion of the New Elk Coal Preparation Plant
by November of 1984:
1. Grading -the attached grading plan illustrates final grades for the preparation plant
and facilities area including diversion of the Middle Fork of the Purgatoire River.
This minor revision refers only to activities south of the present river location in the
plant and clean coal stockpile areas. Total cut volume is 14,300 cubic yards and
total fill volume is 11,400 cubic yards. Excess cut material will be removed to the
present permitted refuse disposal area.
2. Structural Excavations -minor excavations will be required for the plant foundation,
railroad dump, raw coal reclaim tunnel and clean coal reclaim tunnel.
3. Footings and Foundations -concrete will be placed for the plant foundation, railroad
car dump and possibly conveyor bents below grade.
4. Sediment control will be accomplished as per design, in Wyoming Fuel Company's
February 23, 1984 submittal.
The activities included in this minor revision represent minor grading and foundation
work in presently disturbed and permitted areas. Consequently, Wyoming Fuel Company
anticipates that such work can be completed as a minor revision to the existing permit.
•
,.:
