The revision is to modify the water storage facility by constructing an interconnecting
pipeline between the Dahlia North Resources Pit to the adjacent East Sprat Platte Pit, Permit No. M-86-
146.
The technical specifications of the interconnecting pipeline are similar to that of the connection between
the Dahlia North Resources Pit and the Flanagan Dahlia Pit (Permit No. M-89-066) approved in
Technical Revision 004, and the ongoing Permit Amendment #2 for [he Dahlia North Resources Pit.
Please be aware [hat prior to any disturbance in the Eas[ Sprat Platte permit area, a revision [o the permit
must be approved.
The Division is required to calculate a cost to reclaim the site to the approved postmining land use. This
includes installing the pipelines in accordance with the designs submitted by GEI Consultants, lnc. In
order to minimize the required financial warranty, the operator may commit to an alternate reclamation
plan. The alternate reclamation could be a statement in the permit stating that the slurry wall will be
sealed if the operator or Ciry of Thornton does not install the pipeline structures. This would eliminate
the need for the Division to construct the various pipelines and facilities associated with the plan, and
therefore reduce the required amount of financial warranty.
if the operator commits to the alternate reclamation plan, the cost for sealing the slurry wall and
associated trench is $12,600.00. Please respond in writing prior to the Division's decision due date of
February 12, 2001.
If you have any questions, please do not hesitate to call.
Sincerely, l
Erica Crosby
Environmental Protec Ion Specialist
cc: Jamie W.
