Page 108 of the application states that the portals will be sealed with <br /> non-combusti ble fill. Blue Ribbon should indicate the source of this <br /> material. T he availability of fill material may affect the bond amount. <br />2. In light of the fact that the Blue Ribbon Mine is now experiencing <br /> significant mine inflows, it should be discussed whether a discharge from <br /> the portals is possible. If so, Blue Ribbon should include a portal seal <br /> design that will prevent discharge through the portal and on the bench. <br />3. In light of the recent reconstruction of the mine bench, it is not clear <br /> how and to w hat configuration backfilling will occur. Blue Ribbon should <br /> indicate wha t fill will be used to backfill the highwall while still <br /> maintaining bench drainage and four foot cover requirements. A <br /> topographic map or cross-section showing final configuration should be <br /> submitted. <br />4. The application indicates that all facilities, including ponds, will be <br />reclaimed immediately after mining. However, Rule 4.05.2 (2) requires <br />that ponds be retained until erosion control and revegetation is <br />acceptable (see Rule for details). Blue Ribbon should amend the <br />reclamation schedule to provide for removal of the ponds when the erosion <br />control and revegetation requirements are met. <br />5. The reclamation and removal of the stream crossing (culvert) was not <br />specifically addressed.
