<br />The Division has completed its review of the technical revision application
<br />(TR-561 submitted to address adequacy issues resulting from the 1989
<br />Mid-Term Review. The application for this technical revision was received at
<br />our offices on December 4, 1989, Related information and revised pages had
<br />been received on October 4, 1989. Other revised pages were received on
<br />February 8, 1990 and on February 26, 1990, The revision addressed changes in
<br />the permit application associated with hydrologic balance adequacy issues
<br />1, 2, and 3, the vegetation adequacy issue, and the general mine plan
<br />compliance issue which resulted from the 1989 Mid-Term Review,
<br />The Division approves TR-56, In addressing the hydrologic balance concerns,
<br />WECC submitted revised pages 2-562-i2, 4-69, 4-70C, and 4-72b, and revised
<br />tables from the Well Completion and Location Reports, Exhibit No, 2.8.2.A.1.
<br />The vegetation issue involved changing the species diversity standard for
<br />determining reclamation success. WECC also revised the permanent seed mix.
<br />Thus, revised pages 4-11, 4-15, 4-29, 4-30, and 4-37 were submitted in
<br />addition to revised Exhibit 4.6.1.A.
<br />The general mine plan compliance issue involved the incorporation of
<br />outstanding stipulations into the body of the permit application,
<br />Clarification of stipulation status and delineation of the location of revised
<br />narrative incorporating several stipulations is outlined on the cover letter
<br />received October 27, 1989 from you. While all revised pages submitted with
<br />this cover letter were acceptable (P, 2-283, 2-358, 2-480, 3-53, 3-78A, 3-79,
<br />4-68, 4-70, 4-71, P. 32 of Appendix C-1, and Section 4.1 of Appendix B-8), the
<br />Division disagrees with WECC on several of the stipulation responses. Thus,
<br />several stipulations, as noted in the enclosed memo, remain outstanding and
<br />may be addressed through future review processes.
