Twentymile Coal Company submitted additional information reearding Pond D on December 6, <br />1999. Upon review of these materials, the Division had the remaining concerns, which were <br />forwarded to Twentymile Coal Company in the January ] 4, 2000, adequacy letter. <br />The new pond Dstage/storage map does not match the new SEDCAD runs done in iLlay for Pond <br />D. What specifrc information in the currently approved permit shoed be removed from the <br />permit? <br />Twentymile Coal Company submitted a reply on January l8, 2000 that, "The pond design <br />submitted by Montgomery Watson is the appropriate one to use for evaluating this pond. <br />Montgomery Watson redid the design and is dated July 23, 1999. This addressed the MSHA <br />design requirement." <br />After review of infotmation submitted by Twentymile Coal Company in January, 2000, the <br />Division now asks: should any of the outdated information currently in Exhibit 8H for pond D be <br />removed (i.e. WET calculations, etc.)? If not, the only item remaining is an as-built P.E. <br />certification for pond D referencing Exhibits 8H and 8H(1). Please submit an as-built P.E. <br />'~ certification for pond D referencing Exhibits 8H and 8H(1). <br />Pond G -This pond services a small disturbed area at the Foidel Creek mine and a much larger <br />area of Mine 1, permit # C-81-071. The original design information should be included with a <br />detailed demonstration that the disturbed area and the watershed characteristics are <br />substantially less than the design assumptions. The EPP survey for Pond G is not certified. <br />Please provide an as-built P.E. certification Pond G stating that the pond was built in accordance <br />with the Rules and the design as presented in Exhibit 8J. <br />Pond T -Information for Pond T could not be located in Exhibit 8. Design information and an <br />appropriate as-built certification is required to demonstrate compliance with Rule 2.0.3(-l) and <br />Rule 4.05.6. <br />~ Twentymile Coal Company's January 18, 2000 submittal indicated that the design information <br />for this pond is presented in Exhibit 8P. The certification was taken directly from CYCC's <br />certification file and a copy of it can be inserted into Exhibit 8q. This issue for pond T is now <br />resolved. <br />Pond C -Design information and an appropriate as-built certification is required to <br />demonstrate compliance with Rule 2.0.3(4) and Rule -1.O.i.6. <br />`~ Twentymile Coal Company's January 18, 2000 response indicated that the design information <br />for pond C is found in Exhibit 8p. The certification can be found in Exhibit 8g. This issue for <br />pond C is now resolved. <br />Pond E (FCT) -The EPP survey was not certified. As the Fish Creek Tipple permit information <br />is organizationnllysepatate from the Foidel Creek permit, discussion of the operation, <br />maintenance, and plans to remove the structure should be added to Volume VII of the permit !o <br />demonstrate compliance with Rule 2.0.3.
