Based <br />on review of this document, I have identified three remaining concerns <br />regarding the adequacy of the revision. In order that this matter can be <br />resolved at the January 27, 1993 meeting of the Mined Land Reclamation Board, <br />the Division will require resolution of these three concerns as stipulations to <br />the revision approval. A letter approving the technical revision with the <br />three conditions discussed below, will be forwarded to Gunnison Gravel under <br />separate cover. <br />1. Amount of Reouired Financial Warranty <br />In your January 2 submittal, you have estimated a cost for soil replacement <br />based on 800 cubic yards of soil at $.283 per cubic yard. If you will review <br />my bond calculation dated November 24, 1992, you will see that the coat for <br />soil replacement was estimated to be $.838 per loose cubic yard. You must also <br />account for swelling of the soil when it is removed from the stockpile. Based <br />on these considerations, the cost for soil replacement ie estimated to be: <br />800 yd. x 1.33 (swell factor) x $.838/LCY = $891.63 <br />Based on your commitment to create rounded, irregular contours at the <br />conclusion of mining, the Division feels that it is prudent to hold bond to <br />cover a minimum of three shifts of excavator work for this purpose. Our <br />original estimate of $1540.08 for this work will be included in the required <br />bond amount. <br />Aa I indicated in the bond estimate dated November 24, 1992, the Division must <br />include a cost for contractors overhead and profit, and for contract <br />administration expenses within the required bond amount. This cost is <br />estimated to be 17 percent of the cost of the reclamation work, and will be <br />included in the bond required for this pit.
