Dear Mr. Wilcox:
The Division ie in receipt of your correspondence dated January 2, 1993
containing responses to concerns with your technical revision submittal. Based
on review of this document, I have identified three remaining concerns
regarding the adequacy of the revision. In order that this matter can be
resolved at the January 27, 1993 meeting of the Mined Land Reclamation Board,
the Division will require resolution of these three concerns as stipulations to
the revision approval. A letter approving the technical revision with the
three conditions discussed below, will be forwarded to Gunnison Gravel under
separate cover.
1. Amount of Reouired Financial Warranty
In your January 2 submittal, you have estimated a cost for soil replacement
based on 800 cubic yards of soil at $.283 per cubic yard. If you will review
my bond calculation dated November 24, 1992, you will see that the coat for
soil replacement was estimated to be $.838 per loose cubic yard. You must also
account for swelling of the soil when it is removed from the stockpile. Based
on these considerations, the cost for soil replacement ie estimated to be:
800 yd. x 1.33 (swell factor) x $.838/LCY = $891.63
Based on your commitment to create rounded, irregular contours at the
conclusion of mining, the Division feels that it is prudent to hold bond to
cover a minimum of three shifts of excavator work for this purpose. Our
original estimate of $1540.08 for this work will be included in the required
bond amount.
Aa I indicated in the bond estimate dated November 24, 1992, the Division must
include a cost for contractors overhead and profit, and for contract
administration expenses within the required bond amount. This cost is
estimated to be 17 percent of the cost of the reclamation work, and will be
included in the bond required for this pit. The following is a summation of
