In general, I am very dissatisfied with a nttmber of <br />aspects of the proposal, including: <br />The inadequacy of documentation of the proposed amendment; <br />The potential for greatly increased air qusllty, water gnAlity, And wildlife <br />impacts within T.16S, R.68W, Section 36; <br />The direct Impacts of this huge expansion in quarrying operations on air, <br />water, wildlife, and recreation resources on the Bureau of Land <br />Management's (BLM) Beaver Creek Wilderness Study Area and the State <br />Land Board's (SLB) Stewardship Trust Lands in Sections 1 and 2, <br />iwwediately adjacent to Section 36. <br />As a recreationist, l am vcry familiaz with the area and resourccs in question, having hiked, <br />camped, studied, and photographed it for 30 years. Doting that lime, I have participated is <br />development of both the BLM and Citizens Wildemess proposals for Beaver Creek. The <br />successful nomination of SLB lands in T.17 S, R 68 W, Sections 1 and 2 into the Stewardship <br />Trust was also partly my responsibility. These Stewardship Trust lands, along with a portion of <br />Section 36 itself, are included is the Beaver Creek Citizens Wildemess Proposal and is the <br />Colorado Wildemess Act of 1999, introduced in Congress. Given all this, I have no desire or <br />ability to stop the quanying operations already permitted. My concern is for public decision- <br />making, based on adequate information, and management of public resources, im harmony with <br />environmental quality. <br />Ameudurenl Ducuateulalion The proposed anundmcat to Rcd Canyon Quany, as written, is <br />inadequate to assess the potential scope of the operation. In the Mining Plan, the description of the <br />area of proposed expansion is sketchy and open to wide interpretation. Metes and bounds <br />descriptions within Section 36 must be provided to adequately assess the potential expansion. The <br />discussion of the Take Avoidance Area sounds like a license to loll or drive off wildlife, instead. <br />Smce then is no agency [lamed "the Colorado Department of Fish and wildlife", this section can <br />not be credible. Anyone can have a "discussion" about anything with the Colorado Division of <br />Wildlife or the US Fah and Wildlife Service. Such a discussion provides no justi£icadon for a <br />massive expansion to 110 acres, only 40 of which had been previously identified for quarry <br />operations. l urgc you to reject the amendment, as proposed, im favor of much more descriptive <br />:~ <br />
