w • <br />Delta Sand & Gravel Pit #1 <br />Permit M-1977-020 <br />Technical Revision 1 <br />May 14, 2001 <br />This permit was originally issued the Delta Sand and Gravel Co. in 1977. In 1997 <br />Amendment 1 to the permit was issued for the primary purpose of increasing the area <br />available for gravel extraction. Again, in 2000 the Permit was amended (Amendment 2) <br />[o increase the area of the permit available for mining. United Companies of Mesa <br />County, Inc. purchased Delta Sand and Gravel Co. on April 1, 1998. A number of United <br />Companies' standard procedures and practices are different than those of Delta Sand and <br />Gravel Company. United Companies would like to take this opportunity to apply to the <br />Division for a Technical Revision to change certain parts of the Mining and Reclamation <br />Plans that have been previously approved for this operation. <br />The Report issued for an inspection done on March 30, 2001 pointed out a number of <br />problems at the site. Some of problems in this group were discrepancies between the <br />approved plans for this site and practices on the ground. To present these problems in a <br />clear and complete manner, the problems and United Companies' proposed remedy <br />follow the order used in the Inspection Report of the March 30 inspection. <br />Problem l: Deviations from the permit specifications <br />Activities at the permit have been initiated in ways not described in the Reclamation <br />Permit: <br />1. Operating an asphalt batch plant <br />The operation of an asphalt batch plant is an activity with historical <br />precedent a[ the Delta Sand and Gravel Co. Delta plant site. An asphalt <br />batch plant has been operated intermittently at the site (on a temporary <br />basis) at least since the mid 1970's. <br />Operation of an asphalt batch plant is one of the activities included in the <br />Stormwater Management Plan for both the Delta Plant site (COR-010454) <br />and the Pit 1 site (COG-500136). <br />United Companies wants to add asphalt batch plant operation to the list of <br />approved activities for the Reclamation Permit. <br />2. Mining the gravel deposit using multiple benches <br />The gravel deposit at this site is presented in the Application for <br />Amendment 1 as 27 feet thick. A decision was made to mine the deposit in <br />a series of benches. Each bench is approximately 10 feet in height. The <br />primary reason for this technique is increase safety for the operator of the <br />loader while excavating raw material at the mining face.
