Introduction <br />This document is the Permit Revision No. 9 proposed decision package prepared by the <br />Colorado Division of Minerals and Geology (Division) for the Bowie No. 2 Mine. Through <br />Permit Revision No. 9, Bowie Resources, LLC (BRL) is adding 161 acres to the permit azea and <br />proposing a revised mine plan for the B-2 coal seam. This document includes: t) the proposed <br />decision to Approve the permit revision application; 2) a summary which includes a history of <br />the review of the permit revision application, a description of the environment affected by the <br />operation and a description of the mining and reclamation plan; and 3) the written findings of <br />compliance the Division has made as required by the Colorado Surface Coal Mining <br />Reclamation Act. Detailed information concerning the findings of compliance can be found in <br />the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. <br />The Division has received an application for a permit revision to revise surface coal mining <br />operations at the Bowie No. 2 Mine. The application was submitted by BRL. The mine is <br />operated by BRL. <br />The mine permit azea is located on Federal and Private lands within Delta County, Colorado. The <br />coal to be mined is privately and federally owned, as are the surface lands to be disturbed by <br />mining, In PR-9, BRL is proposing to amend the B-seam mine plan. A third panel is projected in <br />the west section of the mine. The permit boundary will be enlarged to encompass the entire <br />Federal coal lease boundary and two proposed lease modification azeas. The mine plan does not <br />propose mining under Terror Creek to the west. The modification of the B-seam mine plan <br />increases the permit area by 161 acres and the affected azea by 144 acres. A modification to <br />Coal lease COC 61209 was obtained to accommodate the revised mine plan. <br />The Bowie No. 2 Mine is located about five (5) miles northeast of Paonia, Colorado, adjacent to <br />State Highway 133 and neaz the old Bowie townsite. The present permit azea includes 5192 <br />surface acres, of which 2590 surface acres aze privately owned and 2602 surface acres are <br />federally owned. With the approval of Permit Revision No. 9, the permit azea will increase to <br />5285.6 acres, 2,612 acres of private surface and 2,674 acres of Federal surface. The affected area <br />will increase to 3218 acres.
