Stipulation No.3
Page 3
1. ofthe commitment by Sunnyside to place lime within the zone behind the
bulkhead which will create the same conditions observed at Bulkhead No.2.
Monitoring only tends to reduce the available lime by releasing it,
2. the No.3 bulkhead is also designed to resist water pressure to surface and it is
unlikely that it wuld be exceeded. The final pressure rise gaph would be
expected to look like the No.2 bulkhead graph, only possibly slower due to the
lower water volume and possibly lower final pressure due to the closer horizontal
distance to surface.
3. of the multi-level of construction inspection and certification that exists and
Sunnyside's record on bulkhead construction, the risk ofpoor wnstruction
performance that justifies the increased costs and delays does not exist.
Please review this submittal and notify me at your eazliest convenience whether DMG
agrees the performance criteria for Bulkhead No.2 meets the intention of Stipulation No.3
in TR-025 and approves the start of construction for Bulkhead No.3. Please consider at
your convenience, Sunnyside's request for removing the time consuming performance
monitoring requirements of Stipulation No.3 for Bulkhead No.3 to facilitate reclamation
of the American Tunnel in 2002.
Sincerely,
~~ Q~
Larry Perino
Reclamation Manager
cc: Allen Sorenson, DMG
