the SGOSA. From time to time, other entities are given authorization by CC&V to <br />• remove earth materials (usually overburden) from the site for use elsewhere. CCRcV will <br />seek OMLR concurrence for any prolonged removal activities. <br />The areas adjacent to the Amendment No. 8 permit boundary are utilized for <br />mineral exploration activities, wildlife habitat, and livestock grazing. The area within <br />the permit boundary is privately owned and controlled, and controlled public access is <br />limited to certain defined areas within the permit boundary used for tourism and <br />education of visitors (e.g., the American Eagles Overlook, the Vindicator Trail system, <br />and tours given of the Cresson Project operation, particularly during the months of May <br />through September). <br />Teller County land use zoning is agricultural throughout the majority of the <br />District and throughout the permit area proposed in this amendment application. <br />Appropriate documentation will be submitted to Teller County by CC&V to obtain <br />• County approval for all of the activities proposed pursuant to this Amendment No. 8 <br />application. Under existing Teller County land use regulations, "Open Pit" mining, <br />which is surface mining, may be conducted pursuant to a conditional use permit, which, <br />if issued, ensures that the operation's effect on County infrastructure is acceptable. <br />Concurrently, Teller County is developing a Cripple Creek Mining Overlay District in the <br />Amendment No. 8 area. If this Overlay District is adopted by the Teller County <br />Commissioners, the Amendment No. 8 application materials submitted to Teller County <br />may be reviewed and approved as the mining equivalent of a "Planned Unit <br />Development." <br />Ajoint Teller County, Cripple Creek, and Victor planning activity was initiated in <br />the second quarter of 1998. Thisjoint planning effort, which involved CC&V as a <br />member of the steering committee, had, as one of its goals, the development of <br />economically viable near-future, as well as post-mining, land use options for each of the <br />cities and the surrounding areas within three miles of these cities. The District and <br />• CC&V's activities fall within this three-mile area. CC&V worked closely with this <br />to <br />
