P&M should specify to which requirements the requested exemptions for the road
pertain, and include the demonstrations required by Rule 4.03.2(1)(e).
5. Exhibits 3.6-3 and 4.6-21 show drainage runout points, flow paths, and sediment control
structures for the Goat Trail. Are these the only places where runoff will leave the
berm and ditch system?
6. Please provide the Division with a detailed analysis of the ditch designs. Specifically,
P&M should verify that given the steep grades, the proposed ditches have the capacity
to convey expected flows, and that the ditches would be nonerodible.
7. Page 3.6-3 includes discussion about rip rap forming rock filters at road drainage runout
channels. Please provide the Division with additional details on the rip rap filters (ie:
average size (D~) and size distribution of the rock, how thick will the layer be, etc.), and
demonstrate that the filters will be adequate to control erosion.
7. A statement on page 3.6-3 says that the length of rip rap filters in the runout channels
will be dependent on equipment availability and equipment operator safety
considerations. We agree that those concerns aze valid. However, P&M should address
channel protection for the runouts in the event that rip rap filters are not feasible.
Please evaluate the accessibility of each runout requiring channel protection, and for
those runouts not where rip rap filter construction is not possible, include specifics on
what type of protection is proposed.
Should you have any questions or need additional information, please contact me.
Sincerely,
Susan L Burghfaier
Reclamation Specialist
c: Brian Gontarek, P&M
SLB\091593.WP
avt ever m 2 eptem er 1 1 3
