COLORADO DEPARTMENT OF FIEALTH, Water Quality Control Division <br />Rationale -Page 23, Permit No. CO.0034142 <br />Information provided by the perntittee in the renewal application, see Appendis A to this rationale, contained <br />potentially dissolved 'von data in OutfaUs 003, 022, and 024. Although the potentially dissolved iron repotted <br />concentrations woe below the 0.3 mg/l standard, this data represenu one satttple for each otufall which does <br />not propnly characterize the quality of the discharge. Therefore, a monitoring frequency of once/week will <br />provide data necessary to property evaluate the potentially dissolved iron concentrations in the discharges. <br />C. Reporting <br />I. Discharge Monitoring Reoon: CEC must submit o Discharge Monitoring Repon' (DA4t) on a tnoruhly basis to <br />the Division. This report should contain the required swrvwrization of the test raulu for paramuers shown <br />in Table V/-3 and Part LB.1 of the perntit. Stt the perndt, Parr LB.2 for details on such submission. <br />D. Additional Terms and Conditions <br />1. Materials Containmem Plan: On May 24, 1989 the permittee submitted an engineered spill plan. An update <br />to the plan is required to be filed within 90 days of the permit effective date, du~ailing all changes which have <br />occurred since the original submittal If no changes have occurred, a letter to this effect is required. Waste Minirnization/Pollution Prevention <br />Waste minimization and pollution preveruion are t»n terms that arc becoming increasingly more common in <br />industry today. Waste minimization includes reducing the amount of waste at the so.arcc through changes in <br />industrial processes, and reuse and recycling of wastes jot the original or some other purpose such as materials <br />recovery or energy production. Pollution prevention goes hand-in-hand with waste minimization. If the waste is <br />eliminated at the front of the line, it will not have to be treatrd at the end ojthe line. The direct benefits to the <br />industry are often significant -both in terms of increased profit and in public relations. <br />This program can affect all areas of process and waste control with which your industry deals. Elimination or <br />reduction of a wastewater pollutant can also resuh in a reduction of an air pollutant or a reduction in the arnaunt <br />of hazardous materials that you have to handle and/or dispose of. <br />This discharge permit does not specially dictate waste minimization conditions at this time. We strongly <br />encourage the permittee to develop a waste minimization plan. Several industries have already developed plans <br />and found that implementation resulted in substamial savings.
