Based on our <br />knowledge of the site, we have the following comments on the "Rationale" section of the draft <br />permit. <br />1. On Page 4 of the Rationale section, Part IV.A. contains information on the permitted <br />dischazges, as detailed by the operator. In addition to that information provided, we <br />have observed the following. <br />• Outfal1002 includes water from active mine spoil springs as well as the reported <br />surface runoff Roughly 20% of the surface over which runoff occurs is exposed <br />mine spoil currently undergoing reclamation. <br />• Outfa11003 also consists of mine spoil spring discharges as well as surface runoff <br />from reclaimed lands. <br />• Outfall 004 receives water pumped from the active mining pit, in addition to the <br />reported surface runoff. The surface runoff to this outfall includes that from <br />undisturbed areas, and that from exposed mine spoil from previously mined areas <br />(1970's) and areas currently being mined. <br />2. Page 12 of the Rationale section includes a statement that the effluent from Outfall 004 <br />is expected to be similar in quality to effluent from Outfall 001. Outfall 001 treats <br />surface water runoff from the coal handling facilities area, while Outfall 004 treats <br />surface water runoff from an active mining area. The discharge through Outfall 004 also <br />includes water pumped from the active mining pit when dewatering occurs. This year, <br />Outfal1001 discharged water for roughly one week.
