Cox ~' L;~/( f~ <br />- /'~~ <br />RE: Surface and Ground Water Monitoring <br />Mar-well mines <br />DIVI~10 N <br /> <br />yX~11, .`=. <br />P® -. <br />for the CF&I Allen and <br />I have enclosed a list of parameters and the frequency of monitoring. - - <br />This list with the enclosed explanation should be forwarded to Jack Gillespie <br />and David Zeeb of CF&I. <br />The mining company is required under Rule 4.05.13(1) and (2) to monitor <br />. the effects of underground mining activities, the quantit}• and quality <br />of water in ground, and surface water systems. -This monitoring is <br />_ required to judge the compliance of the operator with the caater quality <br />- provisions of the Colorado Surface Coal Mining Reclamation Act. The <br />water quality provisions of the act require that the operator shall in no <br />case violate Federal and State water quality statutes, regulations, <br />standards, or effluent limitations. The water quality standards which the <br />applicant must be found in compliance with are the Receiving Stream <br />Standards for the Purgatory River and the NPDES effluent limitations. <br />- .'. :- <br />~~+'~";;: After thorough revieca of the baseline water quality data, the overburden <br />- '' chemistry data submitted by CF&I, and the receiving stream standards, I <br />," - - am recommending the reduction in monitoring to include those parameters <br />- in Attachment A. The monitoring frequency for monitoring stations is <br />-- contained in Attachment B. <br />The list of parameters required to be analyzed on an annual basis contains <br />these parameters established by the idater Quality Control Commission (WQCC) <br />as receiving stream water quality standards. The loco flora period was _~ <br />taken as the time of sampling since this time of year would reflect the <br />worst impacts of mining on caater quality. Arsenic and Chromium were <br />dropped from the [WQCC list since the waste-rock pile, roof, floor, and <br />coal analyses and Purgatoire River and alluvial water quality analyses <br />indicate that those parameters will not be contributed by the mines. <br />If you or representatives of CF&I have any further comments or questions <br />please feel free to contact me. <br />/ep cc: D.
