In <br />your letter, you claimed: 1) that the water level in the pond, <br />Outfall 007A, was more than two (2) feet below the top of the riser <br />pipe at 8:00 a.m. on March 23, 1998; 2) By 2:00 p.m. on that same <br />day, only six hours later, the pond had risen more than two (2) <br />feet and was spilling over the top of the riser pipe; and 3) At <br />that time, a sample was taken. Flow for this event .was reported on <br />your Discharge Monitoring Report (DMR) as 0.265 MGD which is <br />equivalent to 0.41 cubic feet per second(cfs). The predicted peak <br />discharge from the primary spillway riser during a 10-year/24-hour <br />precipitation event is 1.30 cfs. The question that arises here is <br />that if this event qualifies as a greater than 10-year/24-hour <br />precipitation event, then why is there such a discrepancy between <br />the predicted flow and the reported flow during the event?
