Weigand, P.E. <br />Afire Alarager <br />October 27, 1993 <br />Ms. Barbara Pavlik <br />Reclamation Specialist <br />Mined Land Reclamation Office <br />1313 Sherman Street <br />Denver, CO 80203 <br />iiiiiiiiiiiiiiiiiii <br />aF (~E~•~ F v <br />Nov ~ 11993 <br />C~`f~~C;1 Cf i<1t11Gr Lf' `y VGV ~y1 <br />Re: Annual Professional Certification Document for D-Portal <br />Sediment Control Pond (DP-1) on the Deserado Mine Property, <br />Bonanza Power Project File No. C-018-81. <br />Dear Ms. Pavlik: <br />On October 26, 1993, I performed an inspection of the Deserado Mine <br />D-Portal Sediment Control Pond (DP-1) N.P.D.E.S. permit #001. <br />I am a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of the Colorado Surface <br />Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure proper <br />construction of the D-Portal Sediment Control Pond and to satisfy <br />the requirements of Rule 4.05.6 (11) (a) of the Colorado Mined Land <br />Reclamation Board. In completing my certification, I have <br />conducted an inspection of the D-Portal Sediment Control Pond and <br />construction site. <br />The dam inspection showed no problems concerning cracking, erosion, <br />rodent activity, or displacements in the following areas; upstream <br />face, downstream face, and the crest. No seepage was located on <br />any of the dam areas. The outlet conduit was in good shape and no <br />leakage was noted. The emergency spillway showed no signs of <br />deterioration or erosion and the riprap was in good condition. No <br />effluent quality could be noted at inspection time, since the pond <br />was not discharging at the outlet. <br />The top soil pile for this area has been seeded and shows stable <br />vegetation growth. Removal and stock piling of all organic <br />material and topsoil prior to water impounding has been completed. <br />Deserado hfine <br />P.O.
