process monitor wells shall be subject to <br />approval by the Director. <br />(iv) A group of compliance monitor wells for <br />separately monitoring the lower Uinta <br />Formation, the A-Groove, and the B-Groove, <br />shall be located about 1900 feet <br />hydrologically down-gradient from the <br />initial well production field and monitored <br />according to (a) above. A fourth well to <br />monitor the zone above the Dissolution <br />Surface is required if both the up-gradient <br />pillar monitor well and process monitor well <br />sampling this zone yield water of less than <br />10,000 mg/1 TDS. As new production well <br />fields are completed, additional compliance <br />monitor wells may be required and can <br />include appropriately located and converted <br />former production wells. The location of <br />all compliance monitor wells shall be <br />subject to approval by the Director. <br />(c) During the first year of operation the operator <br />shall develop a statistical method for comparing <br />operational monitoring data with the baseline, <br />and shall include criteria for defining a <br />significant deviation from baseline. The method <br />developed shall be submitted to the Director for <br />approval with the quarterly report following <br />completion of the method. After approval, the <br />statistical method and deviation criteria shall <br />be used for analyzing and reporting subsequent <br />monitoring. <br />(d) If a significant deviation from baseline is <br />detected in any monitoring well, the operator <br />shall report the deviation to the Director within <br />98 hours and, within five days, provide the <br />results of monitoring and a proposed plan for <br />addressing the potential problem. <br />(e) Protect Expansion: If the operator intends to <br />expand the project by adding new production <br />cavities, a revised monitoring plan must be <br />submitted for approval by the Director prior to <br />expansion. The revised monitoring plan shall be <br />designed to provide up-gradient, down-gradient <br />and cross-gradient water quality information for <br />the expansion area and provide the locations of <br />proposed monitor wells.
