Scott <br />Notes: <br />Meeting was arranged to discuss Outfal! 005 (Stoker Siding Pond) and problems with the back-up of <br />discharged water to its flow monitoring devices and outfall monitoring point. <br />Colowayo has been aware for some time now that its Outfall 005 discharge regularly ponds just past the <br />outfall, and backs up into the flume and monitoring point. This is allegedly due to the low grade between <br />the outfall and Wilson Creek as well as cattails and other growth blocking the flow from getting to Wilson <br />Creek. In Dec. 2004 Colowayo dug out the azea to the end of their permit boundary (which agency's <br />permit is unclear), explained w/ pictures in letter to the Division sent 3-14-2005. This did not have the <br />desired effect, and the water, as of this date, is still backing up into the flume assembly. <br />Two options were presented by Colowayo during the meeting. One, their preferred alternative, was to get <br />a USACOE 404 permit to clear out the -SOm stretch to Wilson Creek to allow smooth water flow. I was <br />not excited about the destruction of the cattails and wetland, which provide a small measure of secondary <br />treatment to the discharged water. The other alternative was to raise the pipe and flume of the outfall to <br />above the water level, so the discharge water does not come into contact with the previous discharges for <br />sampling and flow measuring purposes. Colowayo did not seem as happy about this measure, believing <br />that re-grading the pipe would cause clogging. <br />Also discussed was Colowayo's failure to properly monitor its effluent Colowayo did not understand <br />that any discharge from any outfall needed to be monitored, and had not been monitoring small trickles or <br />discharges that did not occur on their scheduled monitoring dates. Colowayo was informed [hat this is a <br />violation of their permit, and the Division would be investigating the situation further. Colowayo will <br />also look into different methods of monitoring small volumes of water, including utilizing dam gates (for <br />batch discharge). <br />Jeffrey G.
