Severance, black lung and <br />• reclamation costa would total about $850,000 a year. <br />Soils <br />If a proposed vent shaft and access roa3 were constructed on public land, <br />increases in erosion could occur. Disturbance, especially to the Fughes and <br />Curecanti soils, could result in mesa Boil movement. Accelerated erosion <br />could also occur from surface disturbance due to subsidence on the lower <br />elevation areas that are overlying and adjacent to areas where complete coal <br />extraction ie planned. <br />B. Alternative Two - No Actioa <br />Environmental Coneacuencss <br />There are no known additional impacts to the following resources: climate, <br />air quality, recreation, soils, mineral resources, water resources, <br />vegetation, wildlife, land use, cultural or visual resources. <br />If the lease ie not granted, there is a high likelihood that the coal will <br />never be mined. In that case, this alternative would result in a lose of <br />production to the nation of 10.5 million tone of coal, valued at $168 <br />million and a lose to the local and state economies of the benefits to <br />employment, income and public revenue listed under Alternative One. <br />If the coal in the proposed lease area is mined at another date, it will be <br />done at a higher coat due to the need for reentry. While the economic <br />benefits of Alternative One might still be enjoyed, they would be achieved <br />at a higher coat and hence, less efficiently. Or the bypassed coal may <br />never be mined due to technical difficulties and economic constraints. <br />• There are no Mitigation Measures or Residual Impacts resulting from <br />Alternative Two. <br />V. MITIGATION MEASURES <br />No mining related disturbances will occur within 100 feet of the outside line of <br />the right-of-way of Colorado State Highway 133 ae shown on Appendix I - Map 1. <br />The angle of draw used to protect the State Highway from subsidence will be <br />dictated by the approved ClII.RD Mining and Reclamation Plan, (the estimated angle <br />of draw ie 25 degrees). However, mining related disturbances may occur if, <br />after public notice and the opportunity for public hearing in the locality, a <br />written finding is made by the Authorized Officer that the interests of the <br />public and the landowners affected by mining within 100 feet of a public road <br />will be protected. <br />A 1/8 mile buffer zone will be protected on either aide of the riparian zones <br />along the North Fork of the Gunnison River and in Hawksnest Canyon (Appendix I - <br />Map 2). No surface disturbances, except surface subsidence, will be permitted <br />within these buffer zones unless no feasible alternatives exist. All <br />unavoidable surface dieturbancee will require approval of the BLM'e Authorized <br />officer. The BLM will coordinate with the Fieh and Wildlife Service and the <br />Colorado Division of Wildlife to determine the type and extent of allowable <br />variances. <br />With respect to bald or golden eagle Heats which may be established on the <br />review area during the life of the project, the following shall be applied. No <br />new permanent surface facilities or dieturbancee shall be located within a 1/4 <br />mile radius buffer zone around each bald or golden eagle neat site. No surface <br />activities will be allowed within a 1/4 mile radius buffer zone around each <br />eagle neat site from March 1 to July 1. Any proposed activities in, or adjacent <br />• to, these buffer zones (except routine maintenance) will require approval from <br />the BLM, on a site-specific basis, after consultation with the U.S. Fish and <br />Wildlife Service. <br />17 <br />
